A 30-minute time differential from the standard 24 world time zones makes no sense at all.

The current standard time zones are based on each 15 degrees of longitude east and west of Greenwich in London and have served the entire world well, since the International Meridian Conference in Washington DC in 1884.

Tinkering with standard time by a non-standard 30 minutes is pure fantasy if not total stupidity.
